I have to acknowledge the receipt of your despatch No. 239 of the 29th June, on the subject of the proposed Regulations as to the removal of plague patients to China.
2. As stated in my despatch No. 5 ultimo, I am unable to give my official sanction to a regulation of the kind in question; and as the matter is again referred to me, I can only reiterate my views.
Having expressed my views, I must leave the matter to your discretion, in the hope that you may be able, without giving a general sanction to the removal of plague patients...
